Can I recharge a Cressi-sub SL Star speargun with a basketball needle and a tire pump?
No. The Cressi-sub SL Star is charged to ~260psi, a MUCH higher pressure than what your tire pump is capable of. You will have to obtain the pump that originally came with the speargun.
The speargun's manual has a chart showing the number of pumps required to restore the original charge for each model of the SL. There are some scans of the directions on Deeperblue.net (it's free, but you will need to make an account to see them):

You may be able to find the pump on ebay or at a dive shop that sells Cressi-sub equipment.
